V dnešnej dobe mestá čoraz intenzívnejšie čelia novým a komplexným problémom, ktoré majú zásadný dopad na ich rozvoj a schopnosť ďalej napĺňať očakávania a potreby obyvateľov a rôznych organizácií. Udržateľný rozvoj územia sa vzhľadom na zhoršujúce sa finančné výhľady, zvyšujúci sa tlak na flexibilitu a výkonnosť samosprávy a komplexný charakter výziev už ďalej nedá zabezpečovať len vnútornými kapacitami samosprávy, bez širšej spolupráce s ďalšími aktérmi. Ukazuje sa potreba uplatňovania inovatívnych prístupov, vrátane získavania špecifických zručností, postojov a skúseností pre riešenia komplexných výziev udržateľného mestského rozvoja,
Jednou z odpovedí na dynamický vývoj by mohlo byť rozvíjanie spravovania územia založeného na spolupráci a otvorenosti. Skúsenosti z využívania princípov Iniciatívy otvoreného vládnutia ukazujú, že sa oplatí rozvíjať kvalitný dialóg a mobilizovať spoluprácu všetkých aktérov dôležitých pre rozvoj územia, ktorými sú okrem samosprávy aj štátna správa, akademické prostredie, podnikatelia i samotný občiansky sektor a obyvatelia územia.
Interaktívna konferencia Ako otvorene vládnuť na miestnej úrovni a podporovať mestský rozvoj, má ambíciu priniesť jej účastníkom informácie o aktuálnych prístupoch a iniciatívach v Európskej únii v oblasti dobrého spravovania. Budú prezentované aj skúsenosti z rozvoja miestnej iniciatívy otvoreného vládnutia OGP Local Banská Bystrica v podmienkach Mestskej funkčnej oblasti Banská Bystrica a praktické odporúčania pre prípravu Integrovanej územnej stratégie, ktoré mesto získava vďaka technickej pomoci od OECD, World Bank Group a Joint Research Centre (JRC) s podporou Európskej komisie.
Súčasťou programu budú odborné vstupy, panelové diskusie a okrúhle stoly o možnostiach lepšej spolupráce, zdieľaní skúseností medzi mestami, ďalšími úrovňami verejnej správy a sektormi. CONFERENCE OGP: How to Govern Openly at Local Level and Promote Urban Development
Today, cities are increasingly facing new and complex problems that have a major impact on their development and their ability to continue to meet the expectations and needs of their citizens and various organisations. Given the worsening financial outlook, the increasing pressure on municipal flexibility and performance, and the complex nature of the challenges, sustainable territorial development can no longer be delivered by municipal capacity alone, without broader cooperation with other actors. There is a need for innovative approaches, including the acquisition of specific skills, attitudes and experiences to address the complex challenges of sustainable urban development.
One response to this dynamic development could be to develop collaborative and open governance of the territory. The experience of using the principles of the Open Government Initiative shows that it is worth developing a high-quality dialogue and mobilising the cooperation of all the actors important for the development of the territory, which are, in addition to the local government, also the state administration, academia, entrepreneurs and the civil sector and the inhabitants of the territory themselves.
The interactive conference How to Govern Openly at Local Level and Promote Urban Development aims to inform participants about current approaches and initiatives in the European Union in the field of good governance. It will also present experiences from the development of the OGP Local Banská Bystrica open governance initiative in the environment of the Functional Urban Area Banská Bystrica and practical recommendations for the preparation of the Integrated Territorial Strategy, which the city receives thanks to technical assistance from the OECD, the World Bank Group and the Joint Research Centre with the support of the European Commission.
The program will include expert inputs, panel discussions, and roundtables on opportunities for better cooperation and sharing experiences between cities, other levels of government and sectors. The format of the conference will thus provide a space for joint dialogue, networking, and exchange of experiences of policy makers and practitioners and impetus for further cooperation.
